This classification is a three-level series that includes positions that require professional knowledge of nursing. Positions may involve providing care to patients in clinics, homes, schools, and communities; promoting better health practices; or teaching.
DISTINGUISHING FEATURES OF THIS LEVEL
As at the journey-level, the senior-level Registered Nurse 3 provides comprehensive nursing services to individuals, families, and communities in the area of health promotion and illness treatment and prevention. RN 3 work is distinguished from work at the journey level by the expectation that the senior regularly performs work with no supervisory nurse, nurse practitioner, or medical doctor on the premises.
In a family practice clinic: Perform the full range of nursing services; interview client, family and others; obtain medical history; conduct assessments; dispense, manage and administer medications, immunizations and birth control; and monitor results. Counsel clients in preventative care and provide physical and emotional health education and care. Follow up with clients regarding treatment and/or referrals made during clinic visits.
In a children's clinic: Interview client, family and others; obtain medical history; conduct examination; assess medical condition, dispense and administer medications and immunizations; and monitor results. Screen and evaluate infants and toddlers for health, feeding, neurological, or developmental problems. Educate family members on parenting issues and child development, growth, and health. Follow up with clients regarding treatment and/or referrals made during clinic visits.
In a teen clinic: Provide counseling and care on mental and physical health issues. Provide guidance on birth control, nutrition, teen pregnancy, drug and alcohol abuse, and STD/HIV testing.
EXAMPLES OF PRINCIPAL DUTIES WITHIN THE CLINIC
(Duties assigned to this level include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)
Performs skillfully and knowledgeable technical procedures including:
- CPR, AED
- Vital signs
- Wound care including sterile and non-sterile dressing changes
- Injections
- Specimen collection
- Screening and reporting communicable diseases
- Venipuncture
- POC testing
Manage assigned Nursing Schedule and care management case load
Operates skillfully and knowledgeably the following equipment: Medical and laboratory equipment, computer, phone, fax/copy machine and radio communication
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of professional nursing principles, procedures, and techniques for the full range of the family practice medical clinical environment.
Skill in screening and assessing levels of wellness.
Skill in providing health instruction.
Skill in interviewing and counseling techniques.
Skill in using a broad range of clinical equipment.
Able to provide individual and family counseling, guidance, and health instruction to help patients understand how to prevent disease and maintain good health.
Able to take medical histories, conduct physical examinations, and communicate results of laboratory tests.
Excellent oral communication ability to explain, persuade, and reason with a wide variety of patients and their families having widely varying cognitive abilities, cultural backgrounds, and education levels.
QUALIFICATIONS
Four years' progressively responsible professional nursing experience in addition to a current Oregon Registered Nurse License. If driving is required must possess, or obtain within 30 days of hire, a valid Oregon driver's license and maintain an acceptable driving record.
SUPERVISORY CONTROLS
A supervisory nurse or journey or senior-level nurse maintains close control and makes assignments with detailed and specific instructions. The nurse asks for guidance on matters not covered in original instructions and when engaged in new or unusual assignments. The work is reviewed as it is performed.
GUIDELINES
Work is performed under numerous guidelines: department policies, procedures and protocols; federal and state statutes and health laws; school district rules and regulations; and standard medical and nursing practices. Available guidelines may not completely apply to every situation encountered, thus more experienced staffers provide interpretations for the entry-level nurse.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
The work is performed in a variety of clinic settings and may involve reaching, standing, and bending in the assessment and treatment of patients. Work requires exposure to infection and contagious disease.
